Both. More red than black. Depends where they were from. There were the dark Celts and the light Celts.

Red hair is a Scandinavian trait and is a legacy of Viking incursions not really Celtic at all. The Celtiberians were dark and stocky and there were also tall, fair haired Celts, but where the Vikings were scarce so is red hair.
